A vector is a displacement: how far and which way, wherever it starts. Doing displacement a and then b is one displacement, a+b. Placing them head to tail in either order gives the two halves of a parallelogram, so a+b=b+a.
In coordinates a displacement is (across, up), and acrosses add to acrosses, ups to ups:
(x1,y1)+(x2,y2)=(x1+x2,y1+y2)
